This two-part finale is what the whole boxed set has been building to. It’s a John Dorney story, so that means it’s twisty. The Doctor and Ann continue their investigations, finally involving the Space Security Service. The Syndicate turn out to be the members of the Galactic Council from “The Daleks’ Master Plan,” or their descendants, and they all have an issue with the Doctor. Their big plot involves controlling the minds of everyone in the galaxy, or rather, controlling their perceptions, which amounts to the same thing. However, most of the Syndicate members end up getting killed while in close proximity to Ann, which finally becomes suspicious.
