This was a special release that was intended to promote the Dalek Empire series, being set during Series 1 of that story. Specifically, it answers a potential question: If the Dalek Empire was that long and that bad, why didn’t the Doctor do anything about it? The answer seems to be that the Doctor couldn’t interfere with the Web of Time, so maybe the entire war is a fixed point? Anyway, Susan Mendez and Kalendorf are busy traveling around, doing the Angel of Mercy thing, when the Doctor pops up and tries his best to nudge without interfering...which of course doesn’t really work. There’s a big secret to the planet they’re all on, and it calls back to “Planet of the Daleks,” so it helps to be familiar with that story. I’m not a big fan of “and then the Doctor did a thing for several years,” although it does keep him from interfering in the rest of the war. It could also make him very tired, especially operating in adverse conditions without a companion, which could explain his beaten-down attitude in the next story. Your enjoyment level here pretty much depends on how much you like Dalek Empire, or I guess “Planet of the Daleks.”
