This set features the Counter-Measures crew, which frankly I’ve never had a lot of interest in. It also takes place during their first series, so a lot of the later developments in their story hadn’t happened yet. As such, it feels kind of slow-paced, and the characters aren’t really accustomed to weird happenings yet, even though that’s where they started and what their remit is. Group Captain Gilmore in particular seems out of his depth much of the time, and although Dr. Jensen is clearly the science-capable member of the team, her role gets downplayed, in accordance with the times. Sir Toby Kinsella, the one character who isn’t from “Remembrance of the Daleks,” seems to be the most decisive of the lot. As it is, they spend a lot of time reacting in this story, and carefully putting together a pretty basic mystery that the Doctor would likely have jumped right to the end of. It makes this feel very much like a “middle story.”
